Hey! So I bleached my hair 3 times and spot bleached it once. Is it light enough to tone it to silver? Or should I do another round of bleaching? Or maybe a bleach bath? My hair is still healthy. (The weird orange shadow at my ends are bc of my phone camera. It's all almost the same yellow color)

I am amazed that indicated bleached the hair three times and spot bleached the hair once and the hair is still orange yellow. Really wonder what volume of bleach was used maybe 5 volume or maybe 10 volume? If 20 volume blech was used I would guess the hair is very resistant to bleach.
Based on the information provided, suggest giving the hair a rest for at least two to three weeks. Bleaching the hair twice is a lot on the hair not mentioning bleaching four times.
The hair needs to be the same color as the inside of a banana peel before "toning" the hair to silver. There is an article in the Articles section about gray hair. Coloring the hair to gray and coloring the hair t silver require the same hair color before dying the hair to gray or silver.
Any "toner" for silver on the current hair would be a waste of toner and not effective. There is an extreme amount of yellow in the hair that would stop the toner from doing anything. This is kind of like one person being the toner trying to get through a 3 foot thick concrete wall with a plastic spoon.
These are my suggestions and humble opinions based on over 35 years of non-professional experience.
