So to temp solve my issue of the Iroiro neon red/red mixture going pink in my hair I faded it to a medium pink. I mixed Ion Sky blue, and Adore aquamarine together and applied it for 1 hour over it. My roots are my natural dark brown hair. mids are cool toned purple, and ends are blue. Somehow it all fades together nicely so its not horrible at least.
Either way I was wondering what would happen if I used a hilift cool light brown dye on my hair, or would a hilift blonde be better? Would it possibly draw out some of the semi permanent dye? Would it lift my hair enough to be able to use Ion permanent Azure, and Emerald mixed together on my hair and get a teal color? Would it be light enough for a semi permanent dye to be able to upkeep the teal color? Also are there any teal hair dyes that would work on dark brown hair?
As for bleaching my hair I rather avoid it if possible, but if not possible then any suggestions on a good and gentle bleach with bond builder/restore in it would be great.
As for seeing a professional that cost more than I can afford, which is why I never go to a professional. I am trying to save up to see a professional, as long as nothing happens it will take a year for enough to see one, usually I end up spending what I have to help my disabled mom.

Read over the above several times and think I understood most of it. definitely understand the need to save money, cash, geld, bread, dough, currency, etc.
If you ever interested in changing the hair color strongly suggest not using ION. Many previous posts here and my own experience took many bleach applications of high volume bleach 30 volume to get a medium color to a very light color. Never use 30 volume bleach by, near, or even on the roots. I rarely use bleach myself, so unable to suggest kinds or brands of bleach.
If and when have questions of what if, then suggest a strand test. A strand test is a test of a small amount of the dye/product on a very small section of hair.

These are my suggestions and opinions.
If the hair is a dark brown only dark semi-permanent colors will appear or alter the dark brown hair color. Also with dark brown hair any hair dye applied will not look at all like the color of the dye used, because the hair before dying is very dark. The plus side is the color will fade more easily from the hair because the hair before dying was dark. Unless you use ION, then with ION will have a very very hard time removing the color.
Brands of Teal would suggest some are professional obtained and some are not professional brands would be Sparks, Punky Color, Directions, Arctic Fox, RAW, Manic Panic, Manic Panic Amplified, Pravana , Joico, and Beyond the Zone. There are also some color depositing conditioners by RAW and Punky Color that will last a long time.

@Andya I have personally never had any issues with Ion and my hair, it seems to be like Adore it last a good amount, doesn't bleed after a few washes, and color oops is able to fade it as well as the other 2 usual methods.
I have never heard of sparks but I have stumbled upon them having a permanent teal hair dye. Could you possibly tell me more about the brand as i am looking for a permanent teal hair dye.
Also could you tell me more about Directions, Raw, Pravana, Joico, and Beyond The Zone as I don't know anything about them nor how well or bad they work.
Lastly when you bleach your hair what do you do afterwards to help your hair recover from the damage from bleaching it?
