Suggest choose a semi or a permanent. In my humble opinion would be a waste of money putting a semi-permanent red dye over the hair followed by a permanent dye.
A medium red semi-permanent dye would change the color but the color would not be vibrant. This is because the hair in my opinion is a medium brown with some strands a light brown. A rule of thumb, my thumb is a light pink to a medium pink, is the lighter the hair color before dying (base hair color) will result in brighter and more vibrant results. As example, a medium blue semi-permanent dye on black hair would show as a bluish tint under direct sunlight. A medium blue semi-permanent dye on very light beige blonde hair would show as a vibrant medium blue hair.
What ever is used (semi-permanent vs permanent), strongly suggest first apply a very small amount of the dye on a small strand of hair. Then check the small strand of hair every few minutes. This is a strand test. My humble estimation is a permanent red dye is more likely to provide brighter results than a semi-permanent dye based on the hair color in the provided pictures.
These are my suggestions and humble opinions based on over three decades of non-professional experience that has been to dye for.
