Between blue teal and aquamarine not much difference. Since talking ombre agree to leave about two inches of roots. Preventing bleeding or dominating one color over the other suggest placing the lighter color next to the light roots that will remain and then place the darker color on the ends of the hair. When washing the hair the lighter color will wash over the darker color. Since the color is lighter than the darker color, the lighter color has less chance of affecting the darker color. If the darker dye color is placed above the lighter dye color, then the darker color could and would affect the lighter color below when the dye is rinsed out of the hair. These are my suggestions.

I almost always do lighter onto and darker on the bottom. Just easier---less blending. Blue teal and aquamarine or cyan are almost the same color. You won't notice much of a difference between the two shades. I would suggest one shade that color and one that's either a true green or a true blue. The colors will stand out more as being different but still go together. I have always started my ombres right at my scalp w color, especially when opting to do lighter at the roots. I agree about two inches ontop and two on the bottom. My hair is actually similar colors right now.
