My friend dyed my hair it was suppise ro be a balayage and she used 40 developer with cream bleach. My hair looks frizzy its fried and its orange. What can I do. Please help!

What's your end goal? You can try to touch up the orange sections to make them more blonde, but that will require more bleach, so it depends on if your hair is up for it.
I can't quite tell what colour your roots are from the photo. If they aren't dark blonde, you might be able to just match your ends to your roots. Dark blonde tends to be a bit tricky because it's really a mix of tones and it can be hard to find a colour that mutes the orange without going til green.

It's a bit brassy but to me It looks decent enough to give It few days of deep conditioning treatments before adding more bleach/chemicals to It. Doesn't need to be anything special, you could make a home-made mask with a teaspoon of olive oil, a tablespoon of honey and enough conditioner to cover your hair.
Like Vivienne said, your next move really depends on your goal. If you just wanted a bit of highlights and dimension in your hair, you may just need to tone it (in the best scenario, purple shampoo and conditioner may be enough). After getting back a bit of moisture, you can evaluate the situation and decide how fragile It It and how much do you really dislike the outcome.
