Originally I wanted to do a dark purple on top with a hit pink underlayer. But I read somewhere that the lighter color should be at the top to avoid discoloration while washing. Is this true? Should i use the hot pink on top and purple for the underlayer? I really wanted the pink on the underlayer since I've never used such a vibrant color and I'm afraid it might clash with my skin.

That's usually more of an issue when you put colours that might stain one another and get muddy like purple and orange or blue and yellow. Purple and pink is fairly forgiving, and Atomic Pink is definitely strong enough to withstand any purple run-off.
General rule of thumb better to put a lighter color over a darker color when washing hair. Since a lighter color has less of a chance of affecting a darker color. Agree with colleague this is especially good to have a light over a dark if colors could get muddy like blue and yellow, red, and green, purple and orange, purple and yellow.
Purple and pink are very similar to each other and some purples are pink based. Atomic Pink is a strong and solid pink, which can withstand influence of other dyes. In my humble opinion the plan is sound since using Atomic Pink underneath and Pravana Violet on top.
