Are you aiming to do just the ends like the photo or do you want that colour all over?

What's the issue exactly? Are you having trouble lightening your hair enough? If it's been previously dyed you should remove the old colour with a colour remover before bleaching. For blue you should bleach to light blonde before applying a blue dye.
P.S. Plenty of us are over 30 here. Wouldn't call it a crisis!

After using a color remover rinse the hair at least twice thoroughly and then wash twice to ensure the shrunken color molecules are removed. For the ends suggest a beige blonde hair base hair color before dying blue. The darkest base hair color before dying would suggest a golden blonde hair color. This is because any yellow will affect the hair and a chance of turning the blue pats green.
I had a mid-life crisis when I reached 40 and decided to try a Mohawk. Never get a Mohawk in January, even with a thick hat my head always felt cold.
these are my suggestions.
