At the moment I have special effects atomic pink in my hair but there are certain parts of my hair which just don't take colour very well I have a few sections near my roots and a random section in the middle I don't understand why it won't take to it its the same whatever colour or brand I use it just stays blonde and I wouldn't say my hair Is to damaged I've bleached my whole head once and touched up with my roots once and the texture of my hair is fine. Any ideas why this is happening ?

Maybe it is that the parts it's not sticking to are too healthy as opposed to too damaged and are acting like Virgin hair?
I assume you're clarifying etc before?

Freshly bleached roots not taking colour is pretty common. There isn't a great solution except to be very aggressive with it by shampooing with hot water followed up blow-drying and leaving the dye longer or diluting it less. As for the random sections in the middle, that does seem odd. Assuming the same procedure doesn't work for them, you can try soaking them in peroxide for around 10-20 minutes to see if you can open up the cuticle a little.
