Sooooo I didn't wait a month. I know I should have but I didn't cause I could stand that color. This is my current color after bleaching it again and using Wella T14 toner. The bottom tips are still darker (getting Splat out of my hair has been a gigantic pain). I will for sure be waiting a while before bleaching, closer to September or October since that's when my mom will be here to help me with the back part. However I have a few questions:
What level am I? What do I need to do to go to a white blonde color?

Your current colour looks like a mix of shades, from 7-10. To get to white you need an even level 10 all over. For the previously dyed ends, a colour remover would be a good idea, but you may have to accept that they will not go white. Then you will have to very carefully go through your hair and bleach each section either applying to the darkest sections first, or using different strength developer for the different levels whilst avoiding the parts that are already light enough. You will definitely need help for this.
